When it comes to corporate social responsibility, many people may think of charitable donations, but they are not. In 1999, at the World Economic Forum in Davos, Switzerland, Annan, the Secretary-General of the United Nations at the time, put forward the "Corporate Social Responsibility" including 9 requirements in the areas of human rights, labor and the environment. Among them, the 3 requirements in the environment are: Deal with environmental challenges and take precautions; take the initiative to increase the responsibility for the environment; encourage the development and promotion of harmless technologies. As a social citizen, an enterprise has an inescapable responsibility for the sustainable development of resources and the environment. If an enterprise consciously fulfills its social responsibilities and actively carries out technological innovation, it can not only reduce the environmental pollution caused by all aspects of production activities, but also reduce energy consumption, save resources, reduce enterprise production costs, and make product prices more competitive.

But in China, some companies not only have long-term violations of excessive pollution and ecological damage, but also evasive in the disclosure of environmental information, deliberately evading public supervision. In 2010, a copper acid water leakage accident occurred in the wet process plant of Zijinshan Copper Mine of Fujian Zijin Mining. The accident caused serious pollution in some waters of the Tingjiang River. Zijin Mining concealed the report to the public 9 days later. The situation of powerful large enterprises and listed companies in the environmental responsibility information disclosure is still like this. It is conceivable that other small and medium-sized enterprises can disclose environmental responsibility information in a timely and accurate manner.

The lack of environmental responsibility of the company is due to at least the following three factors in addition to the company's own reasons. First, the legal binding force is not enough. Since the reform and opening up, my country's progress in environmental legislation is beyond doubt, but there are still some shortcomings. Many environmental laws and regulations lack operability, and some legal experts call them "no serious mistakes and useless". For example, to deal with an environmental violation case, it will take a long time to go down according to the normal procedures. If the pollutant discharge company deliberately delays after playing tricks, the case will be closed indefinitely. In terms of public participation and information disclosure, the law also lacks operability, making it difficult for environmental victims to protect their rights and avoiding polluters from being held accountable.

The second is that environmental law enforcement is not strict, and it is seriously interfered by local administration. The assessment system of success or failure based on GDP growth determines the official career of officials. Driven by the eagerness for quick success, some local governments turn a blind eye to corporate pollution. Although the current performance evaluation system has been greatly improved, and the content of environmental protection has been developed from scratch, we must be alert to the phenomenon of violations of yang and yin. When evaluating an enterprise, the government should not only look at profit and scale, but also whether it fulfills its environmental responsibilities, and has introduced a series of measures to provide some policy incentives to enterprises that actively perform their responsibilities, and encourage enterprises to voluntarily and fully implement social responsibilities.

Third, the public's participation in environmental protection is still relatively low. In recent years, although some environmental protection non-governmental organizations have announced the environmental performance of some enterprises by holding press conferences and other forms, and placed their pollution discharge under public supervision, they are also gaining ground as representatives of public interests or vulnerable groups. Corporate environmental information is at a disadvantage, so it is difficult to influence the process of fulfilling social responsibility.
